As of 1 September 2025, an amendment to the Act on the Association of Citizens has entered into force, introducing a significant change in the registration and record-keeping of civic associations and in the registration of changes within civic associations. This change directly affects Rotary clubs in Slovakia, which operate as civic associations under Slovak law.
As of 1 September 2025, responsibility for the administration of civic associations has been transferred from the Ministry of the Interior of the Slovak Republic to District Offices located in the regional capitals, based on the registered seat of the respective civic association – the Rotary club.
The aim of this change is to bring public administration services closer to citizens and to shorten the processing time of submissions. The agenda, previously centralized at the Ministry of the Interior, has now been distributed among eight District Offices in regional capitals, thereby increasing the efficiency of public administration in this area.
Under the new system, District Offices in regional capitals will in particular receive and process:
applications for the registration of a new civic association – a Rotary club in the Slovak Republic,
notifications of amendments to the statutes,
notifications of changes in the statutory body – the President of the Rotary club,
notifications of the dissolution and termination of a civic association – a Rotary club,
applications for the issuance of an extract from, or a duplicate of, the Register of Non-Governmental Non-Profit Organisations.
Submissions may be made:
by post,
in person at the registry office of the competent District Office in the regional capital,
electronically via the Central Public Administration Portal www.slovensko.sk.
Proceedings initiated before 1 September 2025 and handled by the Ministry of the Interior of the Slovak Republic will be completed by the Ministry of the Interior.
